Oscar Kilo

I took a van instead of the usual bus on my way home last night. While on the road, our driver was communicating with other drivers via short-wave radio. They were talking about traffic and road conditions. It was an easy banter because the traffic was light and road navigation was a breeze. The drivers were using military/police codes to identify some spots or plate numbers.  Our driver often say ‘oscar kilo’. Does it mean ‘OK’ as in okay?

Speaking of the other Oscar, the Oscars. I have not seen any nominated movie, thanks to my busy schedule and my inability to find someone to go out with, but I’ve read The Reader where Kate Winslet’s movie is based and nominated as best actress. This is the sixth times that she’s nominated for that category.
